RENEXIA AND THE GOVERNMENT OF MONTENEGRO SIGN A MEMORANDUM OF UNDERSTANDING

The memorandum of understanding sets out the framework for institutional cooperation between the Ministry of Energy and Renexia for the development and implementation of renewable energy projects.

Rome, 23 April 2026 – Admir Šahmanović, Montenegro’s Minister for Energy and Mining, and Riccardo Toto, Managing Director of Renexia, signed a Memorandum of Understanding yesterday in Tivat-Porto Montenegro to promote and support the development of renewable energy projects in the Adriatic country.

Renexia is, in fact, developing promising onshore solar and wind projects in the country, and its stated aim is to foster close collaboration with Montenegrin institutions and businesses in order to identify the most effective and innovative solutions: the sites identified for the plants are located in areas consistent with the recommendations set out in the “Smart Siting Guide: Montenegro” drawn up by The Nature Conservancy Europe and offer favourable and consistent conditions throughout the year, a factor that guarantees high standards of efficiency and continuous production.

This marks another important milestone in the collaboration towards sustainable energy and industrial development, as emphasised by Riccardo Toto: “By signing this agreement, we are taking a decisive step forward in our institutional cooperation with Montenegro’s Ministry of Energy and Mining. Among other projects, Renexia is developing a large-scale onshore wind project, designed as a modular and phased initiative, adaptable to the needs of Montenegro’s energy system. The project focuses on the sustainable generation of electricity from wind and is underpinned by feasibility studies, environmental assessments and international best practice. The project has been designed in close collaboration with Montenegro’s national and local institutions to ensure regulatory compliance and territorial integration. In addition to energy generation, our projects aim to create local value, foster skills development, generate long-term economic benefits and support Montenegro in pursuing European climate targets whilst preserving its environmental and territorial heritage. “I would like to extend my personal thanks to Minister Šahmanović for the important work he is doing to make Montenegro an attractive destination for European businesses, and Italian ones in particular.”.

In recent days, a delegation from Renexia visited Montenegro to take part in the Adria Future Summit, an event dedicated to the development of energy infrastructure in South-Eastern Europe, and the memorandum was signed on the sidelines of the round-table discussion on the financing, modernisation and connectivity of energy infrastructure, in which Riccardo Toto took part.

This initiative follows on from the signing, last October, of the bilateral memorandum of understanding between Italy and Montenegro on the integration of electricity markets and represents a further step forward in the process of integrating Montenegro into European energy networks.

The signing of the Memorandum reaffirms Renexia’s commitment to innovation and the pursuit of new energy sources for the future, including through the strengthening of relations with countries in the Mediterranean Basin, with a particular focus on regional development and engagement with all relevant stakeholders.
